This is a standard medical procedure. If they deviate from this standard, then there's no longer a standard, -there's two different methods based on some other circumstances, - like whether the patient is supposed to live or die.
For the health care industry, they have standard procedures all over the place. This keeps life simple.
Now when I go into the hospital, - I want this standard procedure. I don't want some health care practitioner to get confused lump me in with the other group that got executed that morning.

It is because, even the death-row inmates have a right. Right to die with sanitary methods.
So swabbing them before the lethal injection is a nice way of saying, "we care."

liability. a case could be made that the executed was subjected to undue suffering brought on by unsanitary injection. the state and the administrator of the injection could then be held at fault.

No one so far has mentioned the possibility of a last minute reprieve. If that is the case and the execution does not go forward, they better be sure they did not subject the convict to any chance of infection, etc.
