if you are asking how to get work from businesses for you to design their website:
1. start by having a website of your own with example of work you've already done.
2. join your local business groups / chambers to meet local people / businesses and advertise yourself as a web designer.
3. use Yahoo Search Marketing (formerly Overture) and Google adwords to advertise yourself in the search engines
if you haven't done any work yet, try contacting your local organisation / non for profit and offer to design a website for free for them. This will give you something to show when you will want to approach bigger companies.

try googeling website templates, normally they^re zipped, download them, unzip them and change code (watch copy right!)
