A good insulator has trapped air between the layers. Foam has little bubbles of air trapped in it. Cardboard has air trapped in ridges. Hope that helps.

This is a density subject, however both materials come in high and lower density forms,the higher the density, the better insulation.They also both retain heat , or cold.
