From the verb cognosce (Scots law) meaning (e.g.) to examine or give judgement on, hence derived adjective cognoscible and noun cognoscibility. Example: ''We are cognoscing the cognoscibility of the defendant's case''.
Very unlikely to be used in everyday speech!

Cognoscibility means the quality of being capable of knowing. Synonyms would be cognizability, knowability, if those words existed.
eg Fred has doubts about the cognoscibility of the existence of God (Fred is unsure whether it's possible to know that God exists)

I'm not English, but English is my first language.
Cognoscibility sounds like a made -up word to me.
What it 'should' mean is the ability to be able to be known.
