It ends when you kill both sonny forelli and Lance Vance and then there is a cut scene and it means that it is the end of the game! although if you want to get to the end you have to buy all the safe houses and properties to get there otherwise the storyline doesn't continue!

In the last mission you battle with more idiots that enter the mansion(that relay big one on that little island).You will need to protect the safe by standing in one room but after you kill some bad guys you haft to go after Lance (that Afrikaner guy in the white suite) after killing him you must go downstairs to kill I think the chief of the mafia.Then you get a movie it's Tommy(the hero) and the lawyer talking about taking over VICE CITY (and so it was).

it ends with sonny coming to the house which we took from a fat man and lance going on his side.we have to kill both sonny and lance.
