Its getting sent because one of your programs has encountered an error serious enough that it needs to shut down. Its a symptom of a larger problem you're having with your PC.

The error you're getting is a default error message that WIndows generates when a program "crashes", or doesn't perform properly.
Unfortunatey, there is a lot more information required that would be needed to solve your problem. Such as: What version of Internet Explorer are you using? Have you updated all your Windows files recently? I would say that you might uninstall, and then reinstall Internet Explorer, if that is what you are using to access the internet. Sometimes programs get corrupted, and when they are integrated into the operating system, it doesn't know how to tell you how to fix it.
Try that first.

Windows XP users. Install Windows Internet Explorer 7
Install Yahoo Toolbar and Windows Defender.
Run Yahoo Antivirus and Defender
Clean your cache. Start/Control Panel/Internet Options/Delete/
Delete All
This deletes the internet cache and temporary files.
Run the Antivirus and Defender until it finds nothing. Reboot each time and try again until all is clean.
That should do it.

sounds like you are leading up to a serious computer failure - in my opinion you need to immediately take it in to a computer repair shop and have them look at it before it completely shuts down on you and then you would really have a huge bill trying to recover your data from the hard drive

I don't know why you get it, but I get it sometimes. It is most certainly annoying, but if you get it that frequently, you'd be better off just using a different computer. I really doubt you can stop it.
