Take the time to be nice to them. Some people are just not that comfortable around the neighbors. When they finally seem open for talking, ask them if you do anything to bother them. I've lived in a downstairs apartment before and you can hear almost every footstep and sound. There is usually nothing you can do except explain to them the construction must be crappy and you can try to walk more softly. Also smoke doesn't just go up, it goes down, too. If you cook a lot of cabbage, smoke cigars or wacky tobbacky, the smell will penetrate the walls. Work hard in making friends with them and things will work out.
