I grew up with dry skin, and I found that these work:

1. When you shower, use cold water (hot water just sucks moisture from your skin.)
2. Moisturize after you get out of the shower or the swimming pool. I like Lubriderm or Cetaphil (the chemicals in the other stuff just makes you more sensitive.) For your face, use something like Ponds cream or any other type.
3. If you can, exfoliate your skin (face and body)with a scrub, so it won't be flaky. Rinse and moisturize. (This will give you that baby-skin smoothness, which all girls tend to like.) If you don't want to be in the girl's beauty aisle finding an exfoliant, just use brown sugar in the shower, or oatmeal.
4. If you can, avoid the swimming pool. Chlorine + skin = bad combo.

Good luck!

Treatment

Before talking about the treatment of dry skin, lets find out something about the outermost layer of the skin that is called stratum corneum. This layer mainly consists of dead skin cells, which are replaced by healthy cells in the skin. This outer layer has oils (lipids) and moisture. The lipids protect the skin from losing its moisture. When you remove the lipids from your outer skin, the barrier between the skin and the environment is removed. This causes loss of water from the skin. Moisturizers keep the lipids intact and add more to the protection. That is how they moisturize the skin. Many people believe that moisturizers add water to the skin. That is not true. Some of the moisturizers do attract water from the atmosphere but most of them protect the skin from losing water.

To keep the skin moisture intact, you have to take care that you don't strip away the outer fat layer and that you don't live in a very dry atmosphere. This dry atmosphere makes the skin water evaporate. Taking very long baths, bathing with hot water, frequent washing, etc. all remove the outer lipid layer. Take bath with warm water. Don't take very long baths. Add bath oils if you are taking a tub bath. Moisturize yourself immediately after taking a bath and pat yourself dry.

Don't live in a very dry atmosphere. Heaters and air conditioners strip the air of water. Add a humidifier to them so that the air is also well humidified. Moisturize as frequently as possible. Avoid harsh soaps. Use mild soaps with added moisturizers. Along with moisturizers, use of AHA mixed formulations may help because they keep the outer skin healthy. Vitamin A derivative formulations, if used correctly, may help. But they can create more dry skin if overused. You need to talk to your doctor and decide about a regimen that will help you keep your skin moist. Use anti-oxidant and AHA enriched moisturizers especially formulated for dry skin and take basic care to keep skin moist.

My seventeen year old son uses Nivea for men for his face and Bath & Body Works; Lay it on Thick....for his body.

He also likes Bath & Body Works; Heal of Approval and Mega Butter for really dry parts like elbows and heals of his feet.
These products contain Shea butter...it's an amazing moisturizer and skin softener.

He's a big Bath & Body Works fan. He likes the Shower lotion as well: "Like Butter" Foaming shower lather and their antibacterial hand soaps...but only for the hands.

He uses Neutrogena: Rapid Clear face wash to fend off occassional breakouts as well as Nivea for men Anti-oil lotion, but only for his forehead!

He also takes Fish oil suppliments as this helps lubricate the joints, keeps face from drying out too badly and is a great sourse of Omega3 fatty acids, which are good for general heart health.
(Not that he needs it, but it's always good to start now!)
He doesn't smoke, because this can really leach out a lot of good minerals from the body and he tries to keep his coffee consumption down...but it's hard when he's also a Barista for a local coffee shop and he actually likes coffee.

And...yeah, he's straight!!!

don't be shy, products for guys is totally cool!!

When you take a shower, don't use really hot water, it dries your skin. Use baby oil, or less greasy Eucerin lotion. For very dry skin Aquaphor ointment. If you smoke please stop. Wash with Dove soap, don't use anything harsh like Irish Spring, Dial, or Zest.

don't use really hot water when you shower and I recommend trying a body lotion that you use in the shower. It's easier than regular body lotion. Don't use it on your face. Try washing your face iwth Cetaphil gentle skin cleanser.
