Humans didn't invent guilt & shame. Adam & Eve did that one.

Then the Catholic Religion took it to a whole other level. LOL

I do not think humans "invented" guilt. Guilt is a natural human emotion that was just given a name. If that was the case then you should ask about the other feelings such as happiness and anger that humans "invented".

Guilt and shame originate in the superego: the part of our mind that is shaped from early childhood by being told that doing certain things is wrong. It is natural for us to try these forbidden things at times, and the result is a feeling of guilt and/or shame. Exceptions to this are found in sociopathic individuals.

I think guilt and shame were there first and humans just gave them a name. Well, lots of names if you include other languages. Even those languages that were in existence before the Bible and catholics were ever dreamed of!
Other mammals, such as household pets, seem to show something similar to guilt or remorse sometimes. So, it's not just us.

Target : We all want to live togther with each other happily till eternity

Planning : Religion, tradition, culture, ethics, morals, knowledge, education, love, faith, hope. all the good things you know.

Execution : We all go about our business and most of the time we follow the rules.
But sometimes some people do nasty things.

We need to control that and bring them back on line.
Tell them - make them feel guilty.
Shame them - so that are not respected by others.

There are no fines, no coroporal punishment, no killing, no amputations, no lawyers, no tabloids, no freezing of assets. Just forgive and carry on. (but do not forget)

But always remind the wrong doers of their wrong doings !!!!

However, only if people felt guilty and ashamed, their would be no problems. You know !!!
In this world there are good people and bad people. We cannot change that. What we can do is to give power to the good people so that the bad people do not get a chance to do the bad things they do. - The king of Thailand.

Live happily and let live happily.
I wonder why it is so difficult!!!

They believed that there was something of value to be gained by appealing to another's sense of guilt and shame, but it is their belief that there is something to be gained through this that justifies the guilt and shame they bring upon themselves in their attempts to cash in on another's guilt and shame.

It's not a conscious decision to "establish" feelings. Guilt and shame are natural tendencies in a social group that has agreed-upon norms, values, and morals. You can say that guilt and shame originate implicitly from the sense of "shoulds" that we know we must not violate.

Guilt and shame is man's instinct and his nature!It is part of man's awareness and involuntary feelings depends on his values and morals!But not all people have the same intense of feelings!Criminals and corrupts are people with no strong guilt and conscience!Those people with no conscience are selfish!
