The answer is:

Nobody knows!

Each manufacturer selects models on whom they base their sizes, and there is no overall standard for any of the commonly used US female sizes for pants, dresses, blouses or skirts.

You just hafta try on different brands to see what fits you.

The sizes are generally done by waist measurement, with zero around 24 inches. They usually all have the same inseam. If you need longer pants, you have to get them in long, you can't just get the next size up.
