Usually folder.htt and desktop.ini are NOT VIRUSES according to my knowledge. Those files are used in the Windows system to customize the folders as you want. You can write JavaScript and VBScript codes in those files and create superb customized folders. They are usually found in the Windows system folders and the folders that you customized by your self. But the virus programmers used the same file to create a computer virus. So if you happen to see these files in all the folders (where they are not supposed to appear. For instance the folders you didn’t customize) it is the VIRUS. NOT THE REAL file. Update and run your virus guard and scan the entire system right now.

hello..
Both files belong to Windows 98 or 95 or ME
HTT refers HTML template
INI files refers for ICON cache and other background image settings
**
they exists in every folder in Windows 9x drives
hint:
""""
when u open windows folder , it shows -->> show the contents of folder like thing.. its a HTML template .. similar in programfiles folder
**Except for control panel
""
sometimes its better to use windows classic settings so that
HTT will not be executed on opeing a folder , but INI does
**
*its not a sign of virus or worm activity..
*they are viewed only when hidden or system files are made to be shown
regards

They're created by a specific type of computer virus. Even if you delete them, they will still be re-spawned by the virus. Get an anti-virus to properly quarantine and delete them.
