It means to act like a trained circus animal (like dogs, lions, etc) and jump through hoops to please their ring master.
It also means if you have a lot of hoops to jump through that there are a lot of things you are being made to do in order to get to your desired goal.

Like a circus animal that has to jump through all hoops in order to successfully perform. Quite often we use that as a quote to describe a job we humans have to perform in order to receive your end results successfully.
Example: I had to create a proposal, draft a copy to the CEO, receive approval from Human Resources, and review the plan with all present at a staff meeting before the policy could be enacted.
