The phrase was said by Winston Churchill when a lady criticized him for being drunk.
The exact quote is:
Lady: You Sir are Drunk!
Winston Churchill: Yes Ma'am but you are ugly, and tomorrow I will be Sober.

The following is the complete quote credited to Winston Churchill as a reply to Lady Astor's comment 'Sir, you're drunk!.'
"Yes, madam, I am drunk. But in the morning I will be sober and you will still be ugly."
A very similar quote from W. C. Fields follows:
Man: "You're drunk!"
W.C. Fields: "Yeah, well you're crazy. I'll be sober tomorrow, but you'll be crazy for the rest of your life."
*sounds like plagiarism
