Political changes in Italy meant other anthems were in vogue before the 1940s. Italy used a royalist anthem from unification in the 1860s to the rise of Fascism, and the Fascists had their own anthem. Fratelli d'Italia had always been a popular patriotic song and was the logical choice once the monarchy was abolished and the Fascists deposed, and neither of the other two anthems were suitable.
