should the last person that used the roll decide and put it on the dispenser or should the next person in line decide and put it on the dispenser?

With small kids around, it should be under because kids will hit it and if its over, the roll will dispense out entirely. The one who uses it up should decide otherwise someone else wll have to shuffle around with their pants at their ankles to get the new roll.

Over and the last person who used it up or knows there's not enough on the roll for the next person! I hate it when the kids do that to me!

When in the Northern Hemisphere, the roll should feed from over the top. Those living in the Southern Hemisphere should have their rolls feed from the bottom. This is the accepted universal standard I received from an alien named "Bubba". This info was imparted to me in an aspirin-induced dream state. I asked him about protocol for those still using corn cobbs, and he said, "Use 2 red cobbs, then 1 white cobb to see if you need any more red ones."

The person who used the last piece of tp should most definitely put another in replace of it, what if the next person has to go, go, go! and rushes in an realizes too late that there is no tp and isn't anywhere in the bathroom to use?!!!

The last person should have to put the tp on the roll.If you used the last bit you have to be polite for the next person.

definately over! if ya put it under, then the stuff on the roll rubs against the wall, and ya get poop germs on the wall when ya go to grab it next time.
the person who used the last of it should replace it, that is only courteous.

Dude the last person that used it should replace it. I wouldn't want to get caught in there with no paper if it was an emergency
