When used in this manner, in Spanish-speaking Latin America an Hispano is commonly regarded to be any person whose ancestry stems, in whole or in part, from the people of Spain — to the contrast of the non-Hispanic (ie. non-Spanish descended) population. In this sense, when speaking of a nation's Hispanic population, those who are implied are Spaniards, criollos, mestizos, and mulattos, to the exclusion of indigenous Amerindians, unmixed descendants of black African slaves or other non-Spanish descended peoples who may reside in each respective country, regardless of whether they now use Spanish as their first and only language.
Amerindians, the original inhabitants of countries throughout Spanish-speaking countries, are mistakenly identified as "Hispanic" by the U.S. Census and government agencies. These communities identify according to tribal identities (i.e., Yaqui or Raramuri of Mexico). The majority of these individuals have Spanish surnames. However, knowledge and use of the Spanish language varies between tribes with many of these individuals not speaking Spanish at all. Large numbers of Amerinidans from throughout Mexico, Central and South American have migrated to the United States during the past decade. Census records for Amerindians living in the United States are limited. Oh it's true.

Spain is a Spanish speaking country. And, yes Spanish people from Spain are Hispanic. The difference between Latinos and Hispanics is pretty much based on someones preference. I prefer to be called Latina.

Spaniards (=people from Spain) are the authentic Hispanics. The word Hispanic is used wrong in the US, because it is used to describe people who come from the former colonies of Spain, sometimes also used to describe a particular racial background.
I must tell you that with regarding to the physical ethnic characteristics Spaniards are definitely NOT hispanic. Also are NOT as defined sometimes in the US as non-caucasian.
Spaniards are of Caucasian race.
That said, you should now that we live in a globalized world, and people emigrate to other countries to find a better life. Many people from northern Africa, china, and South America have emigrated to Spain in the last 20 years; those persons, many of different races, are still living there, some have Spanish citizenship, and their children have been born there and are full Spaniards... so a Spaniard could be of any race (although most are indeed cacasian).
