I dont know why it wont start, me and my friend put in a new starter, the batteries charged, the fuses are good, its got gas, but it did sit for 8 months, cuz we jus bought it for a project car, and its a 91 gs fwd turbo 4G63 engine, but we jus dont know whats wrong, also how can u tell when u need a new timing belt on it to.

If it backfires or pops it has a timing problem and could be the belt. Check the compression to make sure there isn't an internal problem. Then check to see if you are getting spark to all the plugs, then drain all that gas that has been turning into crap and will fowl up everything. If you have the 3 essentials the car should start. Fuel (good fuel), compression, ignition.
If the timing belt is missing teeth or has jumped you may not get it started but it should try and do the whole backfire thing. Make sure the distributor rotor is pointing to #1 on top dead center with the timing marks on the harmonic balancer at 0. Then you will know the belt has not jumped.

I had a 89 Caravan that had a turbo and it wouldn't start. I replaced the timing belt because it was a goner.You can check to see it yours is good by taking off the distributor cap off and turning the motor over. If the rotor turns, the belt is good. If it doesn't, replace the belt and do a compression check to see if you bent valves.
Check the vacuum lines to the turbo. After it got the timing belt reinstalled it wouldn't start because it was sucking way too much air to start.

for the timing belt issue...if its over or close to 100k miles then you need a new one...but also when you try and start it...it makes a noise like its going to start then it starts making this straining noise then you'll need a new timing belt! try pumping the gas pedal then turn the ignition switch...but make sure you stop pumping the gas pedal so it doesn't run into anything!!! try that a couple times to see

since the car sat for soo long, manually turn the crank to make sure the motor aint froze up. i had a 92 gs and mine wouldnt start because of the little black wire on the distibutor was loose.

If it cranks over (tries to start) it could be a variety of things... Anything from bad gas to no spark. Have a mechanic check it out. I'm sure you have friends and or relatives that are mechanics.

Of what I've heard usually Eclipse have oil leak problems.... no oil in your car? bad oil pressure?
