Who do you address the salutation to if you have no contact name, and no way of getting one. Dear sir or madam?

I start at the top and let my resume filter down. It's a lot easier to filter down than work its way up.

CEO and board of director names are a lot easier to find for companies!

I have always successfully used "Dear Friend" if I can't get any data. I think it's a lot more compelling than "to whom it may concern". Also consider using the title of the person....the receptionist is generally really happy to help with this kind of question, and at least you can say, Dear Marketing Director, or Dear Emporer. It shows you went to some effort to move beyond a form letter.

To whom it may concern dear sir/ madam
usually though it is the Human Resource Department of the company that attends/ reads these applications.

"TO WHOM IT MAY CONCERN" is better option or you can simply write dear,respected etc....
