No. The Swastika is offensive to people because of the ideas it represents. Even though Stalin killed millions of people, the hammer and sickle isn't offensive because the ideas behind it do not directly involve killing people. Its about economics, not harming or degrading humanity.

I don't know why they would be. If I was assaulted by some people with that tatooed on their bodies and I held a grudge, then perhaps I'd feel offended by someone with that tatooed on their body who tried to get rough with me. It may remind me of past trauma.
