Well, I'm really low on money, and I was wondering, is there any website or program that I can use to download Sims 2 expansion packs for free?

mininova.org has a good selection. Just make sure you have a fast internet connection, or that you're willing to wait a few days to download it :)
I got Nightlife, and it works great. Look for games that have a good number of seeders--that way it won't take too long to download.
The main thing is to check the comments section for whatever expansion you download, and see if anyone has had a problem downloading or playing it. If there are one or two isolated incidents, you should be good to go. If there are a lot of people complaining that it doesn't work, don't download it.

No you would have to purchase the games. There is no website that will let you download the EP for free sweetie.
