Why is it that some stores have like tons of handicapped parking spaces? How many handicapped people can actually show up at one place at the same time? Most the cars I see parked in the spaces don't even have a handicapped sign or plate. Just wondering????

By law they have to have a defined percentage of parking spaces available for the handicapped.

The police do not enforce the handicapped space violations. IT really should not matter how many spaces there are as long as actual handicapped people lives are made a little easier. Have you thought that maybe they put extra spaces due to the inconsiderate people who are not handicapped so there will be a space for the real handicapped drivers?

You can thank the Americans with Disabilities Act (ADA) for all the handicapped spaces. Depending on the size of the parking lot, the ADA requires a certain number to be labeled for handicapped accessibility.

State and local government agencies require a certain ratio of handicapped parking spaces to regular, there are state requirements, then a local governing agency can require a larger number if they deem fit.

Bec most government regulations require them and without such parking space for the handicap, the government body responsible for issuing the licenses will not issue the license for them to operate. On the one hand, the govenrment insist on it, so as to make the city more "friendly" to its locals and visitors.
