lots of variables. Do you have the stock engine in the Neon? Am I allowed to drive my own Firebird? Are you running nitrous? Oh, yes, almost forgot, I pick the track. Racing on the street is illegal and dangerous. (I've raced before, can you tell?)
And, contrary to the first answerer, some of us CAN drive! And drive very well. At very high speeds.

It would be the trans am. The neon has what a 3 or 4 cylinder and I don't think they make trans ams under 6 cylinders. It also depends on the driver and their experience. Is the neon supped up or something? Too many variables.

Even if you had the Dodge Neon SRT-4, if I was driving a Trans AM, I would blow your freakin' doors off! But I can drive. ;c) Doesn't matter how much horsepower you have (and the Trans AM definitely has more), if you don't know how to use it, babe!

Depends on what you have under the hood (of yo car lol) is the Trans Am 6cy or 8cy? Does your neon have turbo or boost? If they're similar then It'll come down to WHO'S GOT SKILLS??

No.Racing is stupid, to no longer point out risky and drives up the cost of insurance. If all you have have been given is a lead foot and a chip on your shoulder, i'm finding to greener pastures. Hasta la vista, toddler.
