Tommy did come back a couple of years ago as the mentor/leader of the Dino Thunder incarnation of Power Rangers, no doubt because the dinosaur theme harkened back to the original Rangers.
Aside from that, I don't think you should expect any of the original rangers to return (and not just because one of them, Thuy Trang, has passed on). Basically Disney's running a shoestring budget operation with Power Rangers, the way Saban did with MMPR through Turbo; they moved production to New Zealand so they (like Saban did Pre-"Passing the Torch") could employ non-union workers who'd work for much less money; with only a couple of exceptions, most of the actors on Power Rangers in the past few years have been Australians, New Zealanders, or Canadians--all not beholden to SAG rules and requiring union-size pay (which would be steeper considering an American actor would have to travel thousands of miles to do their work). Jason David Frank (Tommy) was a very special case--I don't think Disney would invest that much money in the future just to schlep an American actor to New Zealand for nostalgia value. There are already rumors that there won't be the traditional teamup between this year's team and last year's team, perhaps in part because Disney wasn't going to put up money to transport the four Canadians and one American from SPD back to New Zealand and house them there to shoot a crossover. With less episodes being produced a year, Disney no doubt feels it's more practical shooting a conventional episode than to go out of their way for a special teamup episode that may have little relevance to the series' ongoing arc.
Austin St. John probably wouldn't mind coming back to PR if he were asked--he did come back for the 10th Anniversary episode "Forever Red" a few years ago, as did Jason David Frank and most of the other Red Rangers (note that in the time of Forever Red, PR was still shot in the L.A. area with union workers). David Yost, however, reportedly left Power Rangers on bad terms, and reportedly was even more offended when only he and Amy Jo Johnson showed up at Thuy Trang's funeral; I don't think we'll ever see Billy Cranston's return.

Well Tommy has already returned back in 2004. Who I would like to see return would be Wes (Jason Faunt) and Jen (Erin Cahill). But seeing as the production for power rangers is filmed in New Zeland. I wouldn't get my hopes up.
