"Government" affects things in so many ways. The first thing that tends to come to mind is how we "aren't allowed" to do things. For example, you can't litter the beach, and you're limited on where you can build a campfire. To amuse your reader, you could consider narrating part of the essay from a Smokey Bear point of view.
Anyway.
Where is the beach? Is it a public beach, by chance? In that case, government money was spent creating and maintaining it.
The subject of another section of your paper could therefore be something along the lines of, "Government is not all about "limiting" us and preventing us from doing things. It can also provide for us." You could talk about how tax dollars are spent, and who (city/state vs. federal govt) is responsible for what programs.
You could expand on this to share with your reader how enjoyable your hobby is, and along the way, point out how certain fun things wouldn't be possible without government funding. Maybe you play volleyball, and you could say something like "fortunately, there was a government built volleyball net waiting for us at the beach!"
There might be a tendency for people to focus entirely on the negative or limiting aspects of government, so including a more balanced perspective could give you a competitive advantage over the other students.
Here is one final suggestion, which could make the essay more entertaining. This might sound cheesy, but maybe you could make it work...
If you go with Smokey Bear narrating the first half (where he tells the reader what they "should" do), you could invent your own funny character who narrates the second part of the essay. He/she can tell the reader only how they benefit, and what the possibilities are--what they're "allowed" to do.

Maybe you should write about your hobby and the way it affects government. They have to build roads so you can go to the beach. They have to clean up the beach from all the trash people leave. They have to hire life guards to keep you from drowning. They have to tax you to pay for it as well.
So how does the government affect your hobby? It don't your hobby affects government.

govt effects it in many ways, some more subtle than others.
1) they tell you what is appropriate for you to wear & do on that beach, whether you have to wear clothing or not, whether you can drink (have an open container) or not, whether you can take your car on the beach or have to leave it in the parking lot.
2) they regulate whether or not the beach is raked and manicured or left natural
3) they regulate the water, what industry can dump in the water, how much water is dumped from the nearest rivers (which effects the algae growth)
4) laws on taking live fish and shells
5) whether you can light a fire on the beach or do fireworks
And on and on.

Depending on local, state and federal laws, there may be restrictions on noise, pollution, littering, campfires, and much more.

There are laws put in place for a reason. For example, you wear a life jacket, so if you accidently fall of the boat, you don't drown.

No drinking while driving or boating. Taxes on gas, tax on rentals. No beach nudity. No open flames in certain camping grounds. Conservation laws,...no garbage left behind... if it's the ocean, no swimming at certain times, no interfering with coral reef. No having real fun unless you can afford the fines and fees.

Some national parks will not allow someone to have a bottle of beer outside of their tent. It's against the law to take anything out of a national park- IE: antlers that a deer dropped or even pretty rocks they can (if they choose to) bust you for taking. The laws that include your compliance to environment protection. Some wood used for campfires are banned due to spreading disease and can be restricted due to dry weather conditions campfires are not allowed. Fishing also has restrictions to the amount you are allowed, and must be within fishing season and within certain hours of the day. Polluting the water with waste. There are bans restricting picking of certain plants because of extinction. Feeding wildlife, may also be restricted. The use of chemicals, and properly discarding them can be enforced.
