All names have meaning. I know someone named Lucifer--that's really what his mother named him---so it could be a lot worse. I have even met people with weirder names, but never anyone with such a cruel name.
I think willow is different, but I wouldn't say weird. Beauty is in the eye of the beholder.

For a tree, it's nice. For a person, think about what a willow does: It lives near water and bends with the wind. It rarely breaks in a storm. It makes very bad firewood.

I assume it is for a child. Go out on the front porch and yell "Willow, time for dinner" "Come inside, Willow" if it feels normal, it's a good name.

Willow is a lovely name. It's name implies strength to bend in the wind and yet not break. It has all the grace of a lady, but the strength of a might oak to withstand anything.

Nope. I love the more unique names. Its boring to have a name like Ann or Jane or Debby. Willow is awesome, its almost mystical.
