Well...the Marianas Trench, but of course...there's six miles of ocean above it. (You didn't say on dry land...)
I'd think the lowest point on dry land is in Death Valley in California, but that's just a guess.

As far as the lowest point that is dry, that would be the shores of the Dead Sea at 394 m (1,292 ft) to 400 m (1,312 ft) below sea level, depending on how full the lake is. The lowest point under water is the Mariana Trench is 10,911 m (35,798 ft) below sea level
