Check out Lonely Planet for help on this. Phuket has recovered from th tsunami a couple of years ago. Sorry, no more help though with the snorkeling question.

Check around at Patong Beach, many offers for diving and snorkeling. You have some of the best sites for diving/snorkeling around you there! Similan Islands, Phi Phi Islands etc
