There are many reasons for this. If it in hospital it is due to the oxygen mask put on their faces and forcefully injects oxygen into their lungs and this process is stopped only after a confirming the death and by that time the mouth would remain open as the air goes forcefully from nose and comes out of the mouth. It could be due to moaning while dying. Trying to talk while dying. contraction / relaxation of muscles. stomach releasing gas while dying.

to let out the last breath the mouth has to be open ,also dying people breathe through their mouths
then they are dead and the last position was open ,
also it is the relaxed state
so the mouth stays open .
the person does not have a brief flash of life to close the mouth

the muscles relax completely and the most relaxed the facial muscles can be is with eyes and mouth open.
just make sure you close their mouth before rigormortis sets in or you'll have a great time trying to close it!

They are not exactly in control of what their body is doing. Their muscles relax all over their body.
