This is for the smart people? There's nothing at all complicated about the metric system. It's much more simple and intuitive than the english system.

In this case, deci- is two step larger than milli (milli, centi, deci), so you just shift the decimal place to digits to the left.

An easy way to remember the different metric divisions:
King Henry Died Mary/Guenevere/Liz Didn't Care Much.
King - Kilo = 1,000
Henry - Hecto = 100
Died - Deca = 10
Mary - meter/Guenevere - gram/Liz - litre
Didn't - deci = 1/10 or .1
Care - centi = 1/100 or .01
Much - milli = 1/1000 or .001

So, you can write down teh letters with the appropriate units. For your questin that would be:
K H D L D C M
no put the decimal point after the M for Much - milli. To go to deciliters or to the Didn't - deci, you move two places left. That would mean 1.5mL = .015 dL

There are 10 deciliteres in a liter (deci means tenth)
There are 1000 milliliters in a liter (milli means thousandth)
So there must be 100 ml in a dl.
