Five fan settings, not including OFF position. Settings 1 and 2 work 70 percent of the time. 3 and 4 work 15 percent of the time. 5 always works. I've replaced the blower motor, blower motor resistor, and the entire panel itself with the knobs and buttons. Open to suggestions on how to regain total control over fan settings, thanks.

Its a pain to get to but try the resistor again.
It sounds as though the first one is defective which happened to me on my 99.
Most of the time auto part stores do not return electrical parts but depending on how long ago it was, and how well you know them, they may.
(Keep an eye on your coolant!:)

diesel03235 is on the right track. Try your resistor again. Did your first one look like it got wet? If it did, make sure the drain for your air conditioning system is open. Also Gm has changed the design of some of the resistors. You should use the new style.
