I dont know if this is the same but when i was 11 - 16 i couldn tget any fat on my rear - it hurt for me to sit down on a hard chair! i had plenty of gluts and thigh muscles. bu tunless i flexed them they just rolled t the side when i sat. (sort of like you can push your bicep) anyhow i still remember how painful it was. I did plenty of lunges and ballet exercises with kicks. I had till wait until i was 17 before i could sit on hard surfaces. Sorry even muscle didnt help. Some people just have metabolism/ a body like that. I think lunges are the best, and plies/ squats for nicely toned legs. Eat protein to build muscle - so eat cheese, red meat, ice cream, yogurt. Go ahead and enjoy a burger and milkshake while youre still young!

You could gain muscle in your butt/thigh area. Exercise those areas using heavy weights and smaller reps. This will fill out the areas with muscle.

try the stair climber and squats sweetie
some people just cant gain weight that easy but you can try to add muscle mass instead
besides you may gain weight and find that only your b**bs and face get fatter making your bottom half look even smaller
