my dell dimension l566cx wont start?

how do i wipe the hard drive clean without even getting in to windows

If you want to start from scratch, Dell included a restore CD. I would put it in the CD drive, and boot up the computer, then boot into the CD and follow the prompt.

BEWARE that if you had any important files on your computer the restore CD will erase any and all existing files.

Go to http://www.seagate.com. They have a program called "Disk Wizard"
