Because some people don't have credit cards.

same reason they still use the bank lobby when the ATM machine can do just about every transaction you need to do. Some people are too fearful of computers and the internet. They don't trust it. Most likely, they are over the age of 55 too.

Edited to add: You don't need a credit card to make payments online or electronically. You just need the routing number and your account number. If you have a checking account, you can make an electronic payment. That is assuming the company takes electronic payments. There are some places that aren't equipped. Some people don't have checking accounts. These are the people that use a savings account as a way to cash checks and have cashier's checks issued, which they mail in to make a payment.

One more thing: a thief having access to one of your checks is FAR more dangerous than someone having your debit card number. You can dispute charges made on your debit or credit card for free... and have your card blocked and reissued. If a thief has your check, they can make fake checks using THEIR name and YOUR checking account number (using the numbers along the bottom). Now you have to get an entire new account number at your financial institution. Having checks stolen is the biggest form of identity theft there is.

I don't pay bills online because I feel like my identity might be stolen. There are so many bad guys out there that I am wary to type my debit card number or checking account number into the computer. If something gets stolen out of the mail, it's only 1 check and will not provide access to my entire bank account, unlike online bill pay

As an addendum and response to the previous comment, not all banks allow you to have 0 liability for a debit card if your number is stolen. In fact, very few credit cards even have a 0 liability policy (most are $50 liability). Most banks do not provide any protection as far as a debit card number is concerned (I should know, I took Banking Law in law school and we talked about this). As far as checks being the largest form of identity theft, that is a made-up statistic. If that were true, no one would ever use a check for anything because you just leave the check with the merchant. In fact, the largest and most common form of identity theft from my research just now is through your SSN (http://www.usatoday.com/tech/news/2004-01-05-ssn-id-theft_x.htm). I still say that putting your information into the computer is far more dangerous. If you have a virus in your computer, your information could be routed to thousands of people instantly. Furthermore, if you do bill-pay online, the company that you are paying bills to keeps your financial information in their files (rather than with a check where they just cash the check and don't keep your account number, debit card number, credit card number, etc. and sometimes this information is stored right next to your SSN and Driver's License Number if it is a car insurance company or a utility, meaning if there is a data breach, ALL of your information has been stolen). There are so many companies that are loosing financial information through various means (hacking, loosing laptops, etc), this is an additional concern. These are not risks that I am willing to take.

Online bill payment is not always the best method. I have heard mishaps of banks not sending payments on time, double payments send out, etc.

I'm in business, and most companies don't accept online payment, simply because they don't like revealing all their bank information to all vendors. Everybody prefers that checks be mailed, if it's a substantial amount then we send it ups.

some people do not feel comfortable putting their information on the web. Just like some people don't like ATM's.... Makes no sense to me, but that's the way some people feel.
