What would cause this? sensor, internal part wear?
is OBD1 diagonistics
I did check fluid level, and it looks ok, except for that there are small air bubbles on the dip stick? Does this mean anything to anyone?

Shift modulator. Is it vaccum operated? Air bubbles (foaming) usually indicates a low fluid level. Sounds like there's a shift modulator problem or possible bad speed sensor. Good luck.
