That would(currently) be impossible. You can ban isp's but the offender could just get a new computer or move somewhere else.

No -- it wouldn't mater either. There were sexual predators way before the internet, and if someone wanted to badly enough, they would find a way to be bad.

most should be but aren't.....a friend that is classified as a sex offender ( he was 22 the girl was 17)....they dated for about a year...he wanted to break it off she cried rape.....in cases like that I see no harm in the offender using the computer

yes ...it depends tho on what the restrictions placed on the person by the judge in the case...and depends on what way the person contacted and or solicited the victim as to what way...the judge may go
