You need Adobe Flash Professional (Used to be from Macromedia) to create FLASH movies. You can also use Director, but that's harder to use.

You must either download macromedia flash player legally or illegally, this is not my choice, u may do what u want, it is not affiliated in any way with me, i choose not to remain by this anwser(dun wanna get in truble)

An easy to use flash creation program is SwishMax at http://www.swishzone.com . You can download a demo version to try it out.

Illustrator can also make Flash files. www.geocities.com/vacilon_2000 is one I just made yesterday as a test.
