Why does ball tampering only become an accusation when Pakistan are in a winning position?

In 1992 Pakistan beat England and won the World Cup, but then came the ball tampering allegations. In this test match, England were about to lose the match until the umpire cheated and helped them out.
Has anyone else noticed this?

iits only that these bloody whites cant c pak wining...razzaq revrse swung the ball much more in first 2 tests than gul did in this match..but bloody hair is here...how on earth can he see pakistan winning over a white team....what they feel is that no oone can reverse swing the ball if our bowlers cant...its an art whihc has never ben with aussies and englishman...only simon jones can do it..but he wasnt accused of tempering...in 92 when they charged wasim n waqar of tempering.....it was just thier disgust and fear against pakistan....aaqib javed was the 3rd bowler...and he was bowlling with the same bowl...but he never got the same results as wasim n waqar...........but as BLOODY HAIR thinks that he is the master HITLER of the game.....v need 2 get rid of him

If it was Hair he would have called them, he is not a racist he hates cheats, so obviously Pakistan who have admitted they were cheating for decades were caught AGAIN
Why do Pakistanis forget they are cheats? why do Pakistanis forget their own cricket board said tehy were cheating?
Is it because being honest and fair isn't a concept they agree with so they attack an honest man , racially
does this mean all Pakistanis are racist and dishonest?
