Sometimes, it depends on the people. We can't really know the true reason unless we've experienced what they are experiencing. Maybe they just want to experience the joy of at least having a kid. Maybe they hope that the kid can grow up successful then s/he can help the family. The reasons vary.

Cause they let their yearnings
exceed their earnings!
It is so very sad. They sort of feel
like people feel about a new puppy,
I guess!
The kids will grow up to be the
very same way.

It's not stupidity.
It's a lack of education and low income.
The lower classes rarely get sex education (all thanks due to our conserva-nazi government) and thus do not know about contraceptives. Also, the ultra-religious are against any form of contraception and this also creates large families who struggle financially.

Because you can have children when you can't afford them but you can enjoy them, or you can wait and have them when you can afford them but not enjoy them. Which would you prefer? Ramen hasn't killed anyone for eating them 5 times in a week.

Ignorance. Stupidity. Greed. China's got some great ideas on dealing with that.

Government is set up to help these people who like to abuse the system, never work, and have a bunch of illegitimate children so that the state pays for them to neglect their children while they sit around and watch Maury all day.
