Your question lacks detail, when are you making the observations? If before any experimentation then the answer is Hypothesis if after experiment tation or testing, then it is a conclusion. If you have a hypothesis concluded to be accurate repeatedly and with independent confirmation then it approaches becoming a theory, there are no absolutes in science.

Hypothesis. If it doesn't work, it's junked. If it does, it may go on to become a theory, or the basis of a theory.

my guess is hypothesis or theory id go with theory over hypothesis
