Yes, Windows 98SE and newer versions through XP and Vista allow/support that.
You need to have either 2 video cards or one card that supports 2 monitors.

If your video card supports it then you can. I think there is also software that will allow you to do it without the hardware support, but your best bet is to go buy a decent video card. You can get one that supports dual monitors for like $40.
