I think if you checked you would realize that the hair is not on the penis but on the body near it. However I did hear that there is a way to grow hair on your palms from touching it too much.
As far as age that pubic hair growth matches with the age when guys get hair on their chins (both effects of puberty).

Hair on my penis? There isn't any ON my penis. All around the base of it, perhaps. If I recall, it was around age 13 give or take. Kinda nosy, aren't you?

yeah hair doesn't actually grow on the penis, but around it, and mine started growing when I was like 13. but why are you asking? just wait and see if you don't already have some pubes
