Actually its pretty simple....
Art is always titled..like Monalisa..or..Venice..
This man had a wife/lover and a happy life in Birmingham..so he wants the artist to paint him a picture of him back there..forever..
a picture of that life..held in time...
Art immortalizes life.. ..
Paint me a birmingham..make it look just the way I planned..

Good question. I guess he is saying paint me a Birmingham (the city), with that girl and a house in it. So a Birmingham with his dream girl still belonging to him. But, yeah, it doesn't make much sense.
