I've knitted about three inches of a sweater in the round on a circular needle. It has a twist in it from the cast on. Is there any way to fix this without ripping out the whole thing?

i have encountered this problem myself, and i have yet to have found a way to fix this kind of a problem, without ripping the project out...sometimes you can mask it with some crochet trim,if it is resulting just at the base, depending on the style and/or motiff of your project.....wishing you the best of luck within resolve.
