What is considered to be non-tax debt that they collect? Please do not quote what is says on their website. I have already seen that. I just need to know specifically what a non-tax debt is. If you dont know the answer please do not answer.

FMS is the government's debt-collection agency. Non-tax debts include fees you have not paid, like filing fees or fees for services not otherwise collected, parking charges, costs of mailing or copying documents, virtually anything a government agency can charge for what it provides or sells.
