FIND THE HORN UNDER THE HOOD MAKE SURE IT IS PLUGGED UP IF IT IS TAP IT WITH A SCREW DRIVER IF THAT DOSENT WORK ON THE SIDE OF THE HORN IS A LITTLE SCREW IT IS FOR ADJUSTMENT TURN IT AND IT SHOULD WORK IF IT DOES SPRAY SOME WD-40 INTO IT THAT WILL HELP FROM DOING IT AGAIN

check the horn relay, check the horn pad, could even be the switch in the steering column is bad, and that person above me needs a reality check, you did say a 1999 not a 1959
