When some obviously had something on their mind and would not share it, out of depression or anger, this phrase was used to
lighten the mood.
"What's wrong?" "Leave me alone." "Come on"
"I don't want to talk about it." "Okay, I'll give you a penny if you tell me." A penny used to able to buy you little things. Candy and such. Parents would bribe their children, a penny if they take their medicine etc. So people would use this bribery as a joke, to lighten their friends up and get them to speak.
Such as the story was told to me by an older friend, whom the story was told to by his mother. Translated into comprehensible english. I used to buy a WWII vet breakfast in exchange for war stories. I am a little bit of a history nerd.

It's a saying often used in UK and Ireland if somebody is daydreaming for instance. A frienly conversation starter.
