There are products on the market that can treat/kill rust. Then sand/scrub the area to make sure all the rust is gone. Or just sand it from the start.
Then you should wither want to seal and paint the area as you said or just use a VpCI rust-preventative treatment or coating to prevent more rusting but I would highly recommend sealing it up because there will be no more worries.

Go to a paint store and get a product called "ospho." This stuff kills rust. Sand first to get the surface rust off both the paint and the metal. Apply the Ospho and let it dry. Afterward, wipe off the white powder that's left after it drys with a rag soaked in paint thinner. Then prime and paint it.

Sand out the rust, put Bondo over the area, sand smooth to match the rest of the door, paint.

you can scuff it off a little bit,,and put some clear on it,,or a small amount of paint on it,,i agree with you anything beats rust,,i hate rust on any vehicle,,i have gotten rid a of a lot of good running cars because they were rusting out,,but anything you do will help it,at this point,,i hope this help,s.

Sand the area and then spray paint it with the color of the car found in the auto dept. of your local parts store. Better yet have it done professionaly.
