If you have not thrown it and had it rejected. My friend and I had this discussion and he said hey it is not their money either so why not take toll money from the coin return. My opinion was it is not yours so leave it to them. Who is correct in this situation? And are their any laws or policies against that?

It is illegal to take any coin returned that is not due to you. It iis legally part of the state and there are laws against taking money from there that is not yours.

This is also true for soda machines, copy machines whether or not it is a public or private. If the money is not yours you have no right to it.

It's found money. If it hopped out of the return and ended in the street you wouldn't have any question about it would you? If you somehow found more than $10 in there I believe you'd have to leagally report it found in a good faith effort to find the owner but not-so-much for a nickel

I'm sure that even if it was illegal (which i doubt) there would not be any consequences for taking nickles from the coin return.

While it may not be illegal it is certainly unethical. (At least under my system of ethics.)
