Police scanners monitor radio traffic over local radio waves. The internet is not involved.

I am a scanner buff - I have been trying to do that as well - I dont think it can be done or I would have found the info already

Unless you find a jurisdiction which has connected its radios to the Internet - Impossible.

The security risk would far outweigh any benefits of Internet transmission of police radios.

umm.... buy a scanner. You don't even need a computer. Just don't keep it in the car, that's illegal.
