The engine flywheel brake is still engaged... you know, the bar you hold down on the handle, which when released,simultaneously kills the spark and brakes the rotation of the crankshaft...Check to make sure the compliance cable is being fully extended when trying to crank it over...This is what compresses the spring on the engine brake, releasing it and restoring spark... I suspect the cable is not mounted in the same position on the new bars, or the cable is not being pulled out as far as it had been on the old handlebars...This condition would prevent the brake from being fully released... Other obvious reasons could be the cable is broken, or has become dis-engaged from the brake mechanism...Hope that helps, wish I could see it in person, this is usually a very simple repair...PLEASE HEED THE PREVIOUS ADVICE, NEVER, AND I MEAN NEVER, TURN THE BLADE OVER BY HAND WITHOUT FIRST PULLING AND SECURING THE PLUG WIRE AWAY FROM THE PLUG, DO NOT JUST LET IT HANG, IT WILL TRY TO RETURN TO IT'S FORMER POSITION AND STILL MAY BE ABLE TO ARC OVER AND CAUSE IGNITION!!!!!!!!!!!!!!!!!!!

I don't see why the rope housing would have to be removed to replace the handle. Is the new handle perhaps in the way of the correct direction you need to pull the rope? You may be pulling at an angle instead of straight out of the housing and have a lot of rope friction. I hope it is that simple. Hard to give advice on something like this without seeing it.
Others are right about the brake. If you didn't reinstall it you need to. WARNING! DO NOT TURN THE BLADE OF A MOWER WITHOUT FIRST DISCONNECTING THE SPARK PLUG!!!!

On the handle was a cable that went to the blower housing (round top engine cover)
It released a brake that rubbs on the flywheel.
It's not the best practice to dis-able this safely feature.
Just take the safety handle off the old pushbar & install it on the new pushbar.

unfortunatly you may have to pull it apart. turn the blade on the bottom of the mower to see if it moves easily if it does then you have issues with the pull string being tangled. if it does not turn easy then it is an internal engine problem.

I have taken the machine apart from the top the motor seem to be frozen that s the onlyway I can describe the problem every thing is in place connot pull starter cord.

If the spring inside broke, it wouldn't recoil at all.... Its either tangled and jammed inside (have to take the shroud off to fix) or the flywheel brake is on like stated above.... BTW, if you put it in, spark plug down.... you might have hydrolocked it with oil..... try it without the spark plug in and see if it helps the situation! if it does, turn it over quickly to remove whats in there... and check the air filter for oil on it and replace if it is... and change the oil.

YOu probably got the cord wrapped on crooked and it has under or ovr wrapped itself.
Take it off, start over, wrap it flat in rows

Take off the cord housing and untangle the cord. You may have to wind the spring prior to reattaching it.
